Added two Issue templates and a some changes to the .editorconfig file.
Description
Split the default Issue template into two separate templates in the .github/ISSUE_TEMPLATE dir, one for bugs and one for new features. Both will apply the default labels of "bug" or "enhancement", respectively, on creation. These new templates will be brought up in a GUI when opening a new issue.
The editorconfig file was adjusted to include all necessary file types and ignore files in the third_party dir, as requested in Issue 50. I also removed some unnecessary comments.
How Has This Been Tested?
I have tested both the Issue templates and .editorconfig file changes by creating a separate repository and test files to make sure the changes were properly reflected.
